The program is intended to help ensure that all students meet the challenging state academic standards. The goals of Title I are to provide instructional support to students and professional development for teachers, in addition to promoting parent education and involvement.

Parent Rights Under Title I
Under Title I law, parents have the right to:
- Ask for their own meetings and trainings;
- Review the school’s achievement data to determine if Title I services are effective in meeting the

Parent Involvement at our School
The School Site Council (SSC) provides parents with the opportunity to be involved in the academic program of the school. The SSC develops, monitors, and evaluates the SPSA to implement programs and services that support students.
The English Learner Advisory Committee (ELAC) is an advisory committee made up of parents of students of English Learners. They advise the SSC on the development of the SPSA and in particular the school’s program for English Learners.
The African American Parent Advisory Council (AAPAC) involves and engages parents in the decision making process to improve the quality of education for African American students by raising the level of awareness in our community about cultural learning differences and promoting an understanding among parents, educators, and other culturally sensitive issues relating to African American students.
School Achievement Data
Schools analyze the California Assessment of Student Performance and Progress (CAASSP) and the California English Language Development Test (CELDT), and review school wide performance data, including Adequate Yearly Progress (AYP) and Academic Performance Index (API). They use the data to align the curriculum to state and district academic standards. Schools adjust instructional practices based on the findings of the assessment data.
Single Plan for Student Achievement (SPSA)
The SPSA provides a structured means to improve student academic performance. It requires collection and analysis of student performance data, setting priorities for program improvements, rigorous use of research based strategies and ongoing monitoring of results.

Title I Expenditures
All schools in the Moreno Valley Unified School District receive Title I funds. Each school receives an allocation based on the number of students who receive free or reduced lunch per student. Title I funds must be in addition to district funding not take the place of district funding. One percent of that amount is allocated for parent involvement. Schools must allocate five percent of their Title I funds for professional development. Schools in Program Improvement must allocate a minimum of ten percent of their Title I funds for professional development.

V. School Achievement Data

VII. Title I Expenditures

Parent Compact
Palm Middle School has jointly developed and distributed to parents of students a school-parent compact that outlines how parents, the entire school staff, and students will share the responsibility for improved student academic achievement. It also describes how the school and parents will develop a partnership to help children reach proficiency on the California content standards. The school-parent compact describes the following items in addition to items added by parents of students:
a. The school’s responsibility to provide high-quality curriculum and instruction.
b. The parents’ responsibility to support their children’s learning.
c. The importance of ongoing communication between parents and teachers through, at least, annual conferences, reports on student progress, access to staff, and opportunities to volunteer and participate in and observe the educational program.
Palm Middle School also supports parent involvement through the purposes and goals of Education Code 11502. To help reach these goals, the school will:
a. help parents to develop skills to use at home that support their children’s academic efforts at school offer workshops and training on the relevant topics
b. help parents to develop skills to use at home that support their children’s development as responsible future citizens of society will provide the parents with resources and online tools such as Common Sense Media (focusing on Digital Citizenship and safe use of technology).
c. provide parents with techniques and strategies that they may utilize to improve their children’s academic success and assist them in learning at home and provide training on how to access grades through Q, how to access classwork in Google Classroom, and other online academic resources.
d. build consistent and effective communication between the home and the school so that parents may know when and how to assist their children in support of classroom learning activities; and make sure that Q is up to date and the grades are posted in a timely manner.
e. train teachers and administrators to communicate effectively with parents; and make sure that teachers, students, and parents are trained to use Q ParentConnection and ParentSquare to access district and school updates in a timely fashion.
f. integrate parent involvement programs into the school’s plan for academic accountability and invite parents involvement through the School Site Council, AAPAC, ELAC etc.

Filing a UCP Complaint
A UCP complaint shall be filed no later than one year from the date the alleged violation occurred.
For complaints relating to Local Control and Accountability Plans (LCAP), the date of the alleged violation is the date when the reviewing authority approves the LCAP or annual update that was adopted by our agency.
A pupil enrolled in any of our public schools shall not be required to pay a pupil fee for participation in an educational activity.
A pupil fee complaint may be filed with the principal of a school or our superintendent or their designee.
A pupil fee or LCAP complaint may be filed anonymously, that is, without an identifying signature, if the complainant provides evidence or information leading to evidence to support an allegation of noncompliance.
Responsibilities of the Moreno Valley Unified School District
We shall post a standardized notice, in addition to this notice, with educational and graduation requirements for pupils in foster care, pupils who are homeless, pupils from military families, pupils formerly in Juvenile Court now enrolled in a school district, pupils who are migratory, and pupils participating in a newcomer program.
We advise complainants of the opportunity to appeal an Investigation Report of complaints regarding programs within the scope of the UCP to the California Department of Education (CDE).
We advise complainants of civil law remedies, including injunctions, restraining orders, or other remedies or orders that may be available under state or federal discrimination, harassment, intimidation or bullying laws, if applicable.
Copies of our UCP procedures shall be available free of charge.
For UCP Complaints Regarding State Preschool Health and Safety Issues Pursuant to Section 1596.7925 of the California Health and Safety Code (HSC)
In order to identify appropriate subjects of state preschool health and safety issues pursuant to Section 1596.7925 of the California Health and Safety Code (HSC) a notice shall be posted in each California state preschool program classroom in each school in our agency.
The notice is in addition to this UCP annual notice and addresses parents, guardians, pupils, and teachers of (1) the health and safety requirements under Title 5 of the California Code of Regulations (5 CCR) that apply to California state preschool programs pursuant to HSC Section 1596.7925, and (2) the location at which to obtain a form to file a complaint.

MVUSD Parent Involvement Policy
Title I Parent Involvement Policy and Guidelines for Implementation
In order to assure collaborative partnerships among Title I schools, parents and the community, the board
working through the administration is committed to:
1. Involving parents/guardians in the joint development of the district’s Title I plan, and the process
of school review and improvement.
The district will provide opportunities for parent involvement through:
a. Participation in the Annual Evaluation of the LEA Plan coordinated by District School
Liaison Team (DSLT).
b. Participation in the development or revision of the Local Control Accountability Plan
(LCAP)
c. Participation in the Annual Evaluation of the LCAP
d. Participation in the development or revision of the District Strategic Plan
e. Sharing of information, through local Board of Education reports on each school’s
progress in meeting all accountability measures. (Adequate Yearly Progress, Academic
Dashboard)
2. Providing the coordination, technical assistance and other support necessary to assist
participating schools in planning and implementing effective parent involvement activities to
improve student academic achievement and school performance.
a. Provide centralized training through the Equity and Access Department.
b. Provide centralized training for School Site Councils and English Learner Advisory
Committees through the Categorical Programs and English Language Learners’ Program
Departments.
c. Provide Categorical Facilitator Training through the Equity and Access Department.
d. Provide staff training and/or materials for developing effective parent involvement

3. Building the capacity of schools, staffs, and parents/guardians for strong, effective and ongoing
involvement in the education of their children to improve student achievement.
a. Provide opportunities for parent training and support through Riverside County Office of
Education.
b. Provide a centralized Parent Resource Center where parents will have access to:
computers, information, and support personnel to build parent capacity.
c. Provide a Parent Involvement Specialist to support parents and schools.
4. Conducting, with parent/guardian involvement, an annual evaluation of the content and
effectiveness of the parent involvement policy in improving the academic quality of the schools
served by Title I, including:
a. Identifying barriers to greater participation by parents/guardians in parent involvement
activities, with particular attention to parents/guardians who are economically
disadvantaged, are disabled, have limited English proficiency, have limited literacy, and
are of any racial or ethnic minority background.
b. Using evaluation to design strategies for more effective parent involvement.
c. If necessary, revising the district and school parent involvement policies.
The district will:
i. Provide translation services, as appropriate, at parent/community meetings.
ii. Participate in the annual evaluation of the district Parent Involvement Policy; and
coordinate the collection and reporting of all district advisory group evaluations.
iii. Participate in the revision of the district Parent Involvement Policy, as needed
according to evaluation results.
5. Involving parents/guardians in the activities/strategies of schools served by Title I.
The district will ensure:
a. Meaningful two-way communication on a regular basis at both the site level and district
level, as outlined in district procedures.
b. All Title I schools receive an allocation for parent involvement activities.
c. Meetings are conducted at times appropriate to parent participation.
d. Parents will be informed when schools fall into Program Improvement, and will be
advised about the choices/services students are eligible for under the Program
Improvement Choice option and/or Supplemental Educational Services.
