Materials and Supplies
This three year arts plan prioritizes purchases into three phases: immediate (year 1), midrange (year 2), and long term (year 3). Immediate needs will focus on an overhaul of the Multipurpose Room and needs for courses established in the 2023-24 school year. Midrange needs will support the establishment of expanded course offerings, particularly ceramics, and continued capacity building in current arts courses. Long term needs will expand capacity in all existing courses and support the addition of new courses such as dance, as those options become available.
Appendices B, C, D, and E detail phased priority requests for instrumental music, vocal music, visual arts, and theater.
Personnel
This three year plan identifies priorities for personnel needs to support additional course offerings and to support existing courses. These positions are not listed in order of priority; rather, they are suggestions to guide collaboration with the district art plan and other site plans as new positions are considered.

Appendix A
Appendix A: Process
10/17/23: Meeting with Renee Rojanaro to discuss Prop 28.
Attendees: Renee Rojanaro, Erica Melendrez, Susan Young, Kira Wegner, Tim Newkirk, Melissa Pallireto, Jeanine Lopez
- Discussed Prop 28 requirements and defined the role of the task force in creating a site plan. Annual budget approximately $132,396 - $95,126 personnel, $37,260 materials and supplies
11/29/23: Meeting to define priorities and create a student survey, and create the first draft of the site plan.
Attendees: Susan Young, Kira Wegner, Tim Newkirk, Melissa Pallireto, Jeanine Lopez
- Created a student survey to capture their interest level in potential new VAPA courses. Survey will be distributed 11/30-12/6/23. Student representatives from each discipline will meet on 12/7 at 8am to review the survey results and the draft plan.
- VAPA teachers were asked to bring a list of materials and supplies they would like to request for the next three years. The lists were presented and discussed. Mrs. Young has asked teachers to split these lists into thirds: immediate needs, mid-range needs, and long-term needs. Revised lists will be presented at a task force meeting on 12/12/23 (Mrs. Lopez will need period coverage).
- Task force members agreed that our first immediate priority needs to be an overhaul of the audio/video/lighting in the MPR. Mrs. Young contacted Ms. Rojanarjo to get support with analyzing our site facilities and needs and getting a comprehensive quote. She has asked Moises Montejano and John Hendrick to assist us as they are standardizing district performance spaces and equipment.
- Task force members discussed the Prop 28 personnel apportionment of the budget. They agreed to a vision for two additional full time employees over time as the program expands, and part time personnel that could be shared with other district schools. The information has been added to the draft plan.
11/30/23: Mrs. Young sent an email to certificated staff and counselors asking them to put the student survey in their Google Classrooms. The survey was also placed at the top of the Pride Time website and will be available through 12/6/23.
12/7/23: Meeting to review student survey responses and draft plan ideas
Attendees: Susan Young, Tim Newkirk, Melissa Pallireto, Jeanine Lopez, Kira Wegner, Faye Islas, Makayla Johnson, Jazmin Johnson, Averi Coats, Kayleigh Hornsby
- Mrs. Young explained the purpose of creating the arts plan and thanked students for the important role they play in representing Palm students in the process.
- The committee reviewed the results of the student arts survey. The survey was available for one week, and 335 responses were recorded. Strong discipline preferences were indicated for hip hop dance, a variety of drawing styles, mariachi and modern music, and technical and performance theater.
- Students were asked to speak to the idea of new courses we could add. Averi suggested that digital art would be preferred, especially if we could buy iPads for students to use in the class. Jazmin asked for clarification about marching band, and Mr. Newkirk said that it would typically be parade marching and that students could perform at community events. Jazmin asked for clarification about technical theater, and Mrs. Lopez clarified that beginning students would learn skills, while advanced students would be expected to support school performances. Mr. Newkirk noted that if we added classes at Palm that lead to classes that already exist at the high school level, students would have more experience and be better prepared for high school.
- Students were asked to speak to the idea of new materials and supplies purchases. Mrs. Young noted that the committee would like to spend money this year to revamp the MPR audio, visual, and lighting equipment; students supported that idea. They also supported the idea presented by Mrs. Young of buying equipment and supplies necessary to begin any new course. Avery would like more art supplies like colored pencils. Students agreed that new and better shirts or uniforms for choir and band students would be good. Jazmin said the band doesn’t have enough storage space, especially for percussion students. She also noted broken items that need to be disposed of, and the need for stable spaces for practicing and performing. Kayleigh said that broken chairs in the band and choir rooms need to be replaced.
12/14/23: Meeting to finalize plan
Attendees: Susan Young, Tim Newkirk, Melissa Pallireto, Jeanine Lopez, Kira Wegner
- Teachers submitted their revised priority lists, which have been broken into immediate, midrange, and long term needs.
- Mrs. Young will finalize the draft and consolidate the plan into a pdf for distribution. She will present the plan to Mrs. Melendrez for approval and will then submit it to Mrs. Rojanaroj.
